Watercolor doesn't mix with oil, so it runs?

I have seen this artist's work and been amazed at her skill on depicting these fabulous seascapes.
To me it looks as though she has mixed the watercolor paint with an oil-based medium and let them run and reject each other until the paint dries. as the two mediums are fighting, they create these bubbly designs.
Do you know if my guess is correct and what that medium would be?

No, watercolor and oil paints would not do anything of that sort. You wouldn't even be able to mix them to get them on the paper without the paint later cracking and falling off. This looks like it was done by applying watercolor paint to wet paper, spraying water on the paint to make it run, and sprinkling salt onto the wet paint. Its a fairly common set of watercolor painting techniques just used in a more elaborate way.
